Description
The motion Noser 19.3633 instructs the Federal Council to close gaps in the current landscape of services with regard to the promotion and protection of children's rights. This study, which was commissioned by the Federal Social Insurance Office, is intended to clarify the extent to which the tasks of an ombudsman for children's rights are already being carried out in Switzerland and what gaps exist. Recommendations from international conventions will be included in the analysis. In addition, an inventory will be made to determine in which form (areas of responsibility, structure, professional and formal competencies, cooperation with other offices, etc.) one or more additional offices could close the existing gaps in Switzerland in a targeted manner. Methodologically, the study combines a document analysis and a representative expert survey in all cantons of Switzerland with systematic approaches to policy analysis.
