Description
The Office of Political Planning, Controlling and Management Support of the Canton of St. Gallen has developed an in-house indicator system as a basis for the long-term planning. This instrument provides a strengths/weaknesses profile across various policy fields that enables the canton to benchmark itself against comparable cantons.
The ZHAW Institute for Public Management (IVM) has been contracted by the Canton of St. Gallen to evaluate this indicator system. In addition, the IVM has been requested to identify the specifications for the development of an HR controlling tool for the State Chancellery.
