Monitoring the Energy Efficiency Pillar for Climate Neutrality (ODYSSEE-MURE-III)

Description

The ODYSSEE-MURE project “Monitoring the Energy Efficiency Pillar for Climate Neutrality” aims at supporting policy makers in EU Member States (MS) and the Energy Community (EnC) countries to implement the framework of the EU Energy Efficiency Directive (EED) as efficiently as possible at EU and national level. Thus, the primary role of the energy efficiency pillar, designated by the Energy Efficiency First Principle, can be realized more effectively. In particular, the project provides two updated, well-experienced and user-friendly databases and web-tools for monitoring and evaluating the impact of energy efficiency policies. The ODYSSEE database and facilities contain and analyse latest available energy demand and energy efficiency indicators by sector, by end-use in households and services, by mode in transport and by sub-sector/branch in industry and services. The MURE database and facilities contain and analyse national energy efficiency policies and measures by sector.

New innovative tools, such as a web-based Energy Efficiency Policy Assessment Tool and a Policy Radar, will strengthen the capabilities of EU and Member States on the path towards climate neutrality. The project will enhance, update and modernise the ODYSSEE-MURE tools and databases for support to the EU MS and the EnC through regional and national training events as well as a comprehensive dissemination strategy.

The ODYSSEE-MURE project has a decentral, though harmonised, approach by combining a strong Technical Coordination (ADEME, Enerdata, Fraunhofer ISI) with a large number of National Teams (Energy Efficiency Agencies or Ministries) covering all EU27 and the EnC, and an efficient project management structure adapted to the large number of partners.

Two Swiss universities are involved in the project. While the University of Geneva compiles energy efficiency indicators for Switzerland in the ODYSSEE sub-project, the ZHAW School of Management and Law compiles the energy efficiency policies in the MURE database.
