Historical reappraisal of compulsory welfare measures taken against adults and young people in the canton of Basel-Stadt (FSZM-BS)

Numerous cantons have now come to terms with the history of compulsory social welfare measures and placements in care (FSZM). The canton of Basel-Stadt has yet to do so. This research project examines FSZM in the canton of Basel-Stadt as they affected adults and young people between 1930 and 1980. The focus is on administrative institutional care, that is, compulsory admissions to residential facilities. The study examines the stakeholders, institutions and authorities involved, as well as developments and continuities in the practice of compulsory care during the period under review. The project analyses the legal basis, the economic dimension and the figures relating to compulsory care measures, and compares these with other cantons.

The research project pays particular attention to the perspective of those affected. It examines who was affected by compulsory care measures and what scope those affected had to defend themselves against compulsory admissions and other forms of compulsory care measures, which were often associated with them. The findings will be discussed with those affected and made available to a wider public in a publication.
