Evaluation of the Financial Strategy of a Municipality in the Canton of Lucerne
Description
A municipality in the canton of Lucerne commissioned the ZHAW Institute of Public Management (ZHAW-IVM) to evaluate the quality of its financial strategy.
The evaluation was based on four criteria:
- completeness
- coherence
- plausibility
- clarity
It drew on the Resilience Playbook developed by ZHAW-IVM, which provides scientifically grounded approaches to strengthening the financial resilience of municipalities and cities. The aim of the evaluation was to further refine the strategic direction and establish a solid foundation for a future-oriented fiscal policy.
