City of Lucerne
The city of Lucerne is located in Central Switzerland on Lake Lucerne and has a population of around 81,000. The city is a popular tourist destination because of its sights and its proximity to the Alps.
Lucerne Smart City Initiative: In Lucerne, the process of becoming a Smart City was triggered by parliamentary initiatives in 2016. In 2017, the city council decided to develop an urban digital strategy. An internal administrative steering committee was set up, in which all city departments and two city councils are represented. A further steering group was set up to include staff who had already been heavily involved in digitisation issues (e.g. e-Gov) in order to benefit from their expertise. In addition, an external project support group (Swiss-Excellence-Forum) was involved in the development of processes and structures.
Vision and strategy: In May 2019, when dealing with the City of Lucerne digital bill with Motion 276 , the Swiss parliament demanded a vision and strategy from the city council. This is to be developed in a participatory process up to the year 2021.
A Chief Digital Officer (CDO) is to be appointed at the beginning of 2020, and the City Council has also requested the creation of an additional project management position.
