New personnel ordinance implemented
The new personnel ordinance (PVF), which came into effect on 1 August 2024, offers employees a wide range of development opportunities and strengthens the ZHAW’s role as employer.
Following the adoption of the PVF by the Zurich cantonal government in July 2022, the ZHAW undertook extensive efforts to implement the ordinance. Both the preparation and implementation phases were carried out in a manner that reflected the ZHAW’s institutional culture and specific needs, while also adhering to cantonal guidelines – most notably, the requirement for cost neutrality. This was made possible through close collaboration with representatives from all former personnel categories and the University Conference. A milestone was reached in 2024 with the transfer of the academic staff to the new personnel categories: Teaching and Research Staff, and Professors. Another important step was the gradual integration of the new regulations into the ZHAW’s systems, HR policies and administrative forms.
Room for individual growth
The new personnel ordinance provides a wide range of development opportunities for employees across all areas of the university. In particular, it introduces qualification positions such as Assistant Professor with Tenure Track and Postdoctoral Researcher. In addition, it constitutes a pivotal framework for revising topics such as workload allocation and individual performance agreements scheduled for 2025. Overall, the ordinance establishes the foundation for fostering personal growth and professional development among employees, and it contributes to the ZHAW’s status as an attractive employer now and in the future.
